Zoho Invoice vs Udyam: both publish a zero, and only one of them is a billing product

This comparison does not end in a verdict, and we think that is the correct result rather than a cop-out. Zoho Invoice’s own pricing page carries one price and it is zero: the page is titled “Zoho Invoice is free for all Indian businesses, forever” and its price line reads “₹0 for Seamless and Reliable Invoicing”. The Government of India’s Udyam portal also publishes a zero, in three separate sentences, the clearest of them being “Registration Process is totally free. No Costs or Fees are to be paid to anyone.” Two zeros, and no cheaper-than question to answer. So the useful thing this page can do is say what each zero buys, and the answer is that they are not substitutes: Udyam registers your enterprise with the Ministry of MSME and issues a certificate, and Zoho Invoice raises your invoices and chases the money. Nobody chooses between those. We publish both zero prices with their exact source wording, and we do not pretend the comparison is closer than it is.

NoxOrigin makes neither of the two products compared here, and that is the honest version of the disclosure. We publish this page and we are a vendor, so we are naming our interest anyway: NoxOrigin appears in this article only as a short, clearly-bounded note at the end. What we verified

Udyam, from its own portal at udyamregistration.gov.in, which returned HTTP 200 at 53,625 bytes with the page title “Udyam Registration : Zero cost, No Fee and Free Registration of MSMEs.” We read the three separate statements that registration costs nothing, the authorisation limit that makes it the only legitimate route, the scam warning, the no-renewal statement and the MSME classification table.

Zoho Invoice, from its own page at zoho.com/invoice/pricing/, which redirected to zoho.com/in/invoice/pricing/ and returned HTTP 200 at 253,091 bytes with the title “Zoho Invoice is free for all Indian businesses, forever.” We counted one published tier, read the price node, the FAQ answer, the capability list and the data retention condition.

What we could not verify

Anything about Zoho Billing. Zoho Invoice’s page points at it as the route for advanced needs and we did not read a single price from it, so this page carries zero Zoho Billing figures rather than borrowing a number from a product we did not price.

Any third-party “Udyam software”. The portal states that no other private system, service, agency or person is authorized to do MSME registration, which is a reason not to build this page around a reseller. We publish no figure, plan name or feature for any private Udyam service. We also published nothing about hand feel, setup effort, support responsiveness or reliability, because we ran no trial of either service, and we make no compliance or certification claim about either.

Both prices above are zero and neither has a billing cycle, because there is no charge to bill. The interesting difference on this page is not a number, it is a category: one of these products is something you use every day and the other is something you do once.

Where Udyam is the better buy

For the question it actually answers, Udyam is not merely the better buy, it is the only buy the page can vouch for. The portal states that except for itself and government single window systems, no other private online or offline system, service, agency or person is authorized to do MSME registration. That is a stronger statement than a price comparison, and it is worth more to a buyer than any figure would be. It is also free, needs no renewal, and produces a permanent number and a verifiable certificate.

We are not going to dress that up as a software recommendation. There is nothing to configure, nothing to log into daily and nothing to migrate. The honest summary is that a private agency may be useful for help with a paper application, but the registration itself, on the portal’s own account, costs nothing and is not theirs to sell.

Where Zoho Invoice is the better buy

For anything to do with getting paid, Zoho Invoice is the better buy, and the alternative on this page is not an alternative at all. Nothing on the Udyam portal raises an invoice or records a payment, so if your requirement is a GST invoice you can send and a payment you can track, the government portal cannot be the answer. Zoho Invoice does that at a published zero, with recurring invoices, payment reminders and UPI, card and net banking acceptance on its own feature list.

We will name the one real caution rather than presenting a free product as riskless, and the caution is Zoho Invoice’s own words: inactivity over 180 days leads to deletion of the associated data in the following 20 days. If your business goes quiet for a season, that is the thing to plan around. If you need invoicing and you want a hosted paid option with a published price list, Zoho’s own page points you at Zoho Billing, and this page deliberately publishes no figure for it.

The mistakes worth naming

Three ways a comparison like this one usually goes wrong

Quoting a Udyam fee from memory

A government registration with a remembered fee attached to it is the easiest wrong number on this subject to write, because plenty of pages repeat one. We did not publish a Udyam rupee figure from a fee table, and we did not carry a fee across from a private “Udyam software” vendor either. We went to the official portal and read what it says, and what it says is that no costs or fees are to be paid to anyone. If a page quotes you a Udyam registration fee with no link to the portal, that is the number to check first.

Reading a government portal as a product

Udyam is a service, and treating it as a piece of software is what makes a “Udyam vs Zoho Invoice” comparison look like a real contest. It is not. One of them issues a certificate from a ministry and the other sends invoices to customers, and there is no scenario in which you pick one instead of the other. Writing a page that implies otherwise would be padding, so this one says plainly that the two are not competitors and stops pretending at a verdict.

Repeating the testimonial text on the vendor’s page

Zoho Invoice’s pricing page carries customer testimonials with real names and business names attached. We read them, they are not prices, and we have published none of them. The same page also carries a customer-satisfaction score in its header. We have not carried that across either, because a rating rendered by a vendor is not a figure this page can check and it tells you nothing about whether invoicing software fits your business. Every number on this page is a price, and every price came from the provider’s own page.

A business that needs to be classified as an MSME

Go to the portal. It is free, it needs no renewal, and it is the route the Ministry itself says is authorized. Read the classification table on the page for your category, and be aware the portal says its own content is machine-generated and may contain errors, so check anything that matters before you rely on it. We publish the table and no advice about which category you belong in.

A freelancer or a small shop that only needs to invoice

Zoho Invoice is the better buy and the price is genuinely zero. The things to read before you rely on it are the published conditions: the 180-day inactivity deletion policy, and the fact that the page points advanced needs at a different product. If you also need a general ledger, neither product on this page has one, and that is a different category question.

A business that needs both, which is most of them

You register once, on the portal, for free, and you invoice on whatever tool you choose, for free if that tool has a free tier. The two do not talk to each other and this page does not pretend they do. The only practical overlap is that an MSME certificate may be something customers ask for, and it is worth having on file.

A buyer being offered a paid “Udyam registration”

Read the portal’s authorisation line again before you pay anyone. If the quote is for registration itself, the portal says that service is free and that no other private agency is authorized to perform it. If the quote is for advisory help, that is a real service and it is priced by whoever sells it, but it is not a registration fee and this page publishes no figure for it.

We make neither Zoho Invoice nor Udyam. We are naming that first, and on the Udyam side it is more than a formality: a government registration service is not something a vendor can be a substitute for, and we are not going to imply otherwise. There are also maturity boundaries we state rather than smooth over. An invoice and a payment are different records, because conflating them is how money goes missing quietly. There is no change-request, milestone or deliverable record, no contract editor and no e-signature, so a scope change is a new quote rather than a tracked variation. There is no timesheet record and no payroll. Expenses live in Nox-Billings only and purchasing lives in Commerce, both scoped custom deployments. Merge policy is a setup decision, where detection flags candidates and a human reviews them. Shift close and day-end reconciliation are assisted-setup maturity rather than a self-serve switch. We make no compliance or certification claim of any kind, and we do not file GST returns or any other statutory return.

The Government of India says zero, in its own words, on the official portal. We requested https://udyamregistration.gov.in/ on 4 October 2026 and it returned HTTP 200 at 53,625 bytes, with the page title reading 'Udyam Registration : Zero cost, No Fee and Free Registration of MSMEs.' The body repeats it in three separate places: the announcement line 'Udyam (MSME) Registration is Free of Cost and paperless', the statement 'Registration Process is totally free. We counted one tier on that page, not two, and there is no billing cycle to state because there is no charge. The page points advanced users at Zoho Billing, which is a different product; we did not read a Zoho Billing price, so this page publishes zero Zoho Billing figures.

So which one is cheaper?

They are the same price and the arithmetic is the least interesting part of this page. Both publish zero. What differs is what you get for it, and they are not the same thing: Zoho Invoice is invoicing software you log into and use every day, and Udyam is a government registration service you use once. We are not going to manufacture a cheaper-than verdict out of two zeros, because a comparison that ends in a tie on price and never says what the products do is not a comparison.

Is Udyam a replacement for Zoho Invoice?

No, and this is the honest finding of the page. Nothing we read on the Udyam portal offers invoicing, quotes, payments, customers or any billing function. What it offers is registration: 'A permanent registration number will be given after registration. After completion of the process of registration, a certificate will be issued online', with a certificate carrying a dynamic QR code, and 'There will be no need for renewal of Registration.' It is also self-declared rather than documents-based, on the portal's own words: 'MSME registration process is fully online, paperless and based on self-declaration. No docume' is where the extract on the page ends. So the two products sit on different axes entirely, and a buyer does not choose between them.

Which of these should a business actually use?

Both, because the questions are separate, and we will say which is better at each. For MSME registration, the official Udyam portal is the better buy because it is free, it is the only authorised route, and it needs no renewal. The portal states that it is 'the only Government Portal for MSME (Udyam) Registration' and that 'Except this portal of Government of India and Government's Single Window Systems, no other private online or offline system, service, agency or person is authorized to do MSME Registration or undertake any related activity.' For invoicing, Zoho Invoice is the better buy, because Udyam does not invoice. The one caution we can source on Zoho Invoice is about a free product's data, and it is published by Zoho Invoice itself: 'According to our data retention policy, if a user is inactive for over 180 days, their associated data will be deleted in the following 20 days.'

We publish no customer count, market share, review score or customer testimonial for either provider, convert no currency anywhere on this page, and give no tax or compliance advice. An in-site path that does not exist, and what we did instead

Recorded so that 'we read the portal' is not mistaken for 'every page on the portal read'. We requested https://udyamregistration.gov.in/Government-India/Ministry-MSME-registration.htm and it returned HTTP 302 with no document, and following the redirect landed on https://udyamregistration.gov.in/ErrorPages/FileNotFound.htm?aspxerrorpath=/udyam/ErrorPages/FileNotFound.aspx at HTTP 200 but only 1,706 bytes, which is the portal's own not-found page. We requested that path a second time, both with and without redirect following, and the same 302 into the same 1,706-byte error page reproduced both times. The portal root is not affected: it returned HTTP 200 at 53,625 bytes on every request. The site is up; that one path is not there. Nothing on this page depends on it.
